Policy: Technology Assets Refresh Policy (5.13.1)

Part 1. Policy Statement:  易胜博将以标准和一致的方式管理和支持技术投资,以最好地满足机构的需求, its faculty, its students, and the community it serves.

 

易胜博将考虑到以下主要义务,每年更新(“刷新”)整个学院的技术(资产):

  • 学院将确保技术与学院当前和未来的功能/业务活动相关.
  • 维护和支持的技术需要在市场中是最新的(包括软件版本).
  • Refresh of technology must be sustainable; it must be supportable and affordable to the College and should minimize costs and maximize savings.
  • 刷新计划将遵循与资产类型相关的行业标准和最佳实践, age of inventory, timeframe for replacement, etc. as defined in standards and procedures.
  • 引入新技术的新计划或项目, via one-time funds, must consider the refresh requirements (e.g., 资金和人员需求)资产在其生命周期结束或支持结束期间, 其中可能包括决定在一次性使用之外不更新设备.

Part 2. Rational or Purpose: 

  • 信息技术(IT)是开展大学业务和活动的重要工具.
  • 该政策旨在以可持续的、符合行业标准和最佳实践的方式,在整个校园内更新最低限度的必要技术资产.
  • “刷新”计划应与市场技术保持同步,并降低易胜博交付的风险, 这包括防止技术基础设施达到其生命周期或支持终止.

Part 3. Scope:  这一政策适用于机构为履行其职能而提供的技术. 该政策涉及三大类技术:

  1. “Front-end” devices.
  2. “Back-end” infrastructure/devices.
  3. “Standard Productivity” software.

该策略不适用于非标准技术或关键任务软件.

 

Part 4. Definitions: 

Refresh 指更新学院已采购及使用的科技设备及标准生产力软件.  更新不包括原始(首次)购买的任何技术或企业和学术软件, 因为这些可以通过各种方法获得, such as, leveraged funds, grants, department operating funds, etc.

Cascading 意思是把设备从一组用途或人那里拿走, 技术在哪里有实质性的生命力, reimaging them, and deploying them to other uses/user groups.  为了使“刷新”计划具有成本效益和可持续性,应尽量减少级联.

Current means keeping technology working so that the work of the College is not hampered/diminished; the support of the environment is not overbearing/unmanageable; and security and compliance issues do not pose a risk to the College.

Service delivery risk 指未能在可接受的质素水平内提供学院的教育及行政服务, to a reasonable extent, regulatory, compliance or security risks for the College.

Single Primary Device Per Person (SPDPP)是指每个分配的人员一个单独的设备, across all the devices in the College, 使学院的所有职能部门都有一台设备供每个员工执行他们的工作.

Front-end devices 是指人们与之交互以完成工作的任何计算机设备, 例如:每人一台主设备(桌面), Laptops, Dual-mode (hybrid tablets, etc.(设备)、监视器、打印机和视听设备.

Secondary devices are one or more devices assigned to people, in addition to the SPDPP, such as, tablets, mobile devices (e.g., Phones).  这些辅助设备不包括在“可刷新”项目中.

Back-end devices are IT infrastructure, such as data center equipment, network equipment, servers, routers, switches, to support the operations of the College.

End of Life 意味着不能再通过传统渠道购买或支持该产品.

End of Support 意味着硬件和软件没有来自制造商的安全和特性支持.

Labs mean common areas used for multiple purposes.  便携式设备,如教室里使用的“手推车”设备可被视为实验室.

Standard productivity software means programs used for word processing, spreadsheets, and email; Operating System; Browsers; and other base tools that come with any standard device.

Non-standard software 指系统上安装的任何附加软件, 专门用于支持学院的独特/专业业务或职能活动或学术/教学和行政职能.

Mission-critical software 指任何被认为是“企业范围”的附加软件,并被一致地用于执行某些功能, such as, 明尼苏达州立大学系统范围的技术和软件, Learning Management System (LMS) software, Enterprise Resource Planning (ERP) software, human resources software, procurement software, 学生注册和招生软件等.

Industry standards and best practices 是指其他学院或私营企业采用的更新技术设备的常用做法.

Break-fix 意味着修复一个直接的问题或系统问题, one at a time, as they break or do not work anymore, 在一个相对较新,不需要更新的设备上.
